Project Server 2002 Views will not show all information

I have a Project Server 2002 installation that is not showing all of the information in the views. We tried to shut down the services and restart them...they just lock up in the "stopping" mode. We have reinstalled several times.
It is running on Server 2000 SP2. Any help will do.
