Project Publish Question

coming from VB6 where I was used to the Package Dep wizzard. i'm using vb.net 2010.

my question is, how to create a setup .exe or msi file ? do I need to publish the project first ? if so, when creating the setup file which files do I need to add to that package project in order to create a correct setup program ?

or should I just publish the project and run the setup from there ?
