I am working with a user who has set up a project using generic resources. (Our company is not structured to effectively use Project to manage employee time - these resources are departments instead of people.)
The standard calendar has been adjusted to show our normal work-week, which is 9/80. This means 9hrs/day M-Th, then 8hrs/day alternate Fridays. Fridays off have been marked as non-working time.
Tasks have been input with a resource and estimated time to complete. Resources are things like "Mechanical" or "Optics" with their availability set to 100%.
If you go to the resource usage view, you see that for every task, Project is assigning 1 hour less than the work day allows on the first day of the task (which ripples through until the project is several days later than it should be at completion); after that, it works correctly. If, however, a task is input with a constraint that it must start on a specific day, it uses that full day from the start.
