Project management using estimates.

Hello.

I'm thinking of going into business for myself and I want to bill my company's software development services based on the man(or woman!)-hours used to complete each SDLC activity (Design, Programming, Unit Testing, etc..) within a project's individual tasks.

Does anyone know of software that integrates:
1. Introduction of effort estimates for SDLC activities on project tasks

2. Costing for each individual SDLC activity (e.g. Unit Testing costs $100/hour, programming $80/hour) in general and at the project and/or task level

3. Timesheet functionality that allows the company to track billable and non-billable time attributed to the estimated SDLC activities

I know that you might be able to use Microsoft Project or other similar software for some of this, but I'm not sure that those types of programs are the solution for me.

Does anyone have any other suggestions?

That's exactly what Microsoft Project does. I'm sure Open Workbench does the same if you don't want to pay.
