Prohohibit sender from sending external e-mails

I have the following problem that I am trying to resolve.

We have a user's mailbox and we want to enable the user to receive external e-mail but not send external e-mail.

We have tried to remove the user's SMTP address and leave the X400 address but the user can still send out external mail using the X400 address.

I have thought about using the prohibit send option but we still want the user to be able to mail internally.

In IMC, delivery restrictions, reject messages from you can put in their email address and it won't pass them. I think they get a failure email which you may not want them to see but I haven't tested that.
