Prohibit Encryption on Server

Does anyone know how I can prohibit encryption on my file server? It is Windows 2003 Server. When I copy my local encrypted file from my XP or W2K laptop to the server, the encryption sticks and other users cannot access the file. Not what I want. I want the file to loose all encryption when not in the encrypted area of my laptop.

Thanks in advance for your input!
