Programs show splash screen then do not run

Metaframe 1.8 SP1 TS SP6 with Microsoft Hotfix for Browser hangs.

1 server of 3. When users try to run a program, the splash screen appears and then nothing happens. I ran Filemon to see what was really happening and it was looking for the .lnk file in a user profile on the desktop. I have tried moving things around in the profiles, but have not had any success.

Not all users of this server have this problem.

If not all users on the server have this problem, try deleting the locally cached profiles (in %systemroot%\profiles).

It seems odd that it should be looking for the *.lnk file if the splash screen has been displayed - is there nothing further down the logfile that may indicate another problem?

What happens with the *.lnk file? Does it report access denied? Where is the location of this file?
