I am not sure what cause this but there are situations whereby when i start a program it opens up and minimizes on the task box but to maximize i have to right click and select maximize.
is there a way to eliminate this so that when I open a program it automatically maximizes.

This usually happens when an application is running minimized in the task bar and the icon (shortcut or program icon) is clicked again (perhaps inadvertently) to open the application. Generally if a running application is closed from the 'x' or alt-f4, it will not show in the task bar and will reopen to exactly the same size in which it was closed (full or partial screen).

Every computer is like a snowflake. There are no two alike.

Rightclick the application Icon. Select properties.
In the Run field, select Maximized. The solution is out there. [morning]
