If you have Meridian Docs, look at "X11 System security management". Pin codes in Meridian are called "authorization codes".
I did this thing 5 or more years ago, do not remember everything, but you have to config AU.. in LD88, CLS AUTU or AUTR (and codes) in LD10/11, define security password in LD15 (if needed). Basically, by default the phones have NCOS or TGAR (or COS) set so that they do not have an access to tall calls. And when a caller inputs auth. code, it changes NCOS or TGAR (or both - it is your choice) to the values that allow tall calls (new NCOS and TGAR are defined in LD 88 for each code). You can also have a RAN route to ask callers to enter their pin codes if you will..
