Programming for Call Waiting key for Meridian Phones

I am currently implementing the "Call Waiting" feature on key 1 for digital sets. I have denied hunting, set the LHK to 1 and enabled SWA. Features HUNT and FDN are both programmed with the voicemail DN. (I assume it doesn't matter for HUNT since it is denied but regardless) I have also tried the three following scenarios: FNA and CFB as both allowed, FNA allowed and CFB denied as well as FNA denied and CFB allowed.
Problem: When two people call the phone at the same time the second caller gets a busy when dialing from internally and forwarded to the switchboard when calling from an external number. Does anyone know how to make the phone forward to voicemail if it was being called by another number first or if for whatever reason the call can't rollover to the "Call Waiting" key otherwise? If call waiting doesn't answer it does go to voicemail.
I know I should know this but apparently I don't...

allow hunting, otherwise its working like you designed it.
 
hunt is for busy condition
forwarding is for no answer
 
A Call waiting key is kind of a useless key, why not assign a NON DID DN to Key 1 and make CLS FNA HTA and LHK 1, this way a 2nd call will ring on key 1 and if they don't answer it wil FNA to the FDN number and if a 3rd call comes in at the same time it will go to the HUNT DN. I haven't seen A Call Waiting Key used in over 20 years.




This is an Analogy so don't take it personally as some have.

Why change the engine if all you need is to change the spark plugs.


 
We use call waiting keys here at Bausch and Lomb (much to my disgust) You can explain all day to some customers but they know what they want.

(even though what they wnat is not always what they need!)
