Programming for 4xxx setting file for softkey

I have CM 5.2
I need specific programming information on how to program the 4xxx setting file for the 'release' button to be a softkey.
also because I have several regions I need to be able to specifically set this for a certain location and IP addresses only.
I can't have all the 9620's enterprise wide programmed like this.
any help would be really appreciated.

ways you can go about this.

1) Group the phones manually by using the craft procedures
or you can set the group in ASA then reset the phones

2) If the handsets are in different regions, they will have a different DHCP scope. Use this to direct them to a different HTTP server (or folder) containing a tweaked 46xxsettings file

3) using the "setidle, set dial etc" features (or whichever state you use) will not actually add the button to the user's set. You need to do that through ASA anyway. So you could deploy the tweaked 46xxsettings file enterprise wide, but the button will only be on the softkeys for the sets that already have the button. You can then remove the release key from the other sets that don't require it
