Programming Feature buttons on M7310 1

Hello

I am trying to change some buttons on a phone. The user wants the park option instead of last no. called. I pressed Feature *3, hit the button - when it asked me for a feature code, I tried to put in the code 74, but nothing happens. Does this mean that the programming is locked?

After f*3 and button press FEATURE 74 not just 74.
