Programming Dialing/Routing Codes for BCM

We may move a site over to another LEC which will require the site to dial 9 or 99 before placing an outgoing call. My question:

1) does it have to be input into the BCM (if so where can I input this info at so the user does not have to dial 9 or 99 to dial out).

2) If no changes are done to the BCM, if the user dials 9 or 99 to get an outside line will the BCM accept it?

I am thinking that the BCM will allow the user to dial 9 or 99 as it is passive however I am not 100% sure. There also has to be somewhere in there that will allow the tech to change it as well in the programming. Thanks for your help!!
 
If it's POTS line and your sets are primed to the pool, it's as you say passive. But, if your dealing with a PRI, you'll need a lead digit, (destination code).

No PRI's at all. The sites are several and more than likely from the ones I have seen the lines are in a pool. On one particualar system it is an old school Nortel CICS which would still be passive I think. Is there anywhere on the system programming that I can view this (leading digit 9 or 99)?
 
If it's a CICS and set up like my first post, the only 9 required would be from Telco. You could hotline your telephone with a "9", then "pause". But, you wouldn't be able to dial internally.

The BCM 9, is either a dest. code, unlikely on 4.1 or a line pool code.
