programming a sound card

Hi all,
Does someone knows how to program a sound card from C#, in order to make simple music?

Your best bet is to download Managed DirectX, which includes DirectSound, an easy to use interface for interacting with soundcards. It abstracts a lot of the features of sound cards so you dont have to worry about changing your settings for various sound cards.
 
The other option is the Windows Multimedia API but it's a real PITA.

The 2.0 Framework includes a sound class so that you can play simple sounds. In terms of "making music" it will not suit your needs.

I just use Rosegarden in Linux - much easier :)
