Program Manager instead of desktop in WIN2K

I gave a contractor admin rights on a WIN2k box (yeah I know)so he could install his software, which by the way is/was working. I gave him the rights so he'd leave me alone and install his software without badgering me. Enough background, this afternoon I get a call "what's the password again?", turns out he has done something to get only the Program Manager to come up after logging in----No Desktop at all. Log in as Admin=Program Manager, login as user=Program Manager. I can go to "run" and start apps but that's not cool, what's going on here?? I have never seen this before. Anyone have any suggestions??
