After uninstalling Netscape...whenever I click on a link...I get "can't find program.exe" but when I click on cancel...I get to the correct website via IE. How can I stop the system from looking for Netscape...or whatever it is trying to do?

Try starting IE and goto the tools menu. The click Internet Options and goto the Programs tab. At the bottom, there is a checkbox next to Internet Explorer should check to see if it is the default browser. Check it and click OK. Exit IE and start it up again. You should get a message from IE asking if you want to make it the defalt browser. Click yes, and you should be OK
