Program and Use Conversation Record Button

I have a DSX 22B phone and I'm trying to configure one of the feature buttons to record conversations. I think I got the setup right (below) but when I try an use it, it doesn't seem to record.

Setup:
#57 + KEY TO PROGRAM + HOLD + 17 + 0 (default to my mailbox) + HOLD

When I call my cell phone and press the conversation record button the DND button lights up (solid). The manual seems to suggest this means "conversation record is being set up". I cannot find any reference to what that means and how to get it to actually record (DND button would be flashing). I never hear any of the beeps on the call to remind me that it is recording either. Maybe i didn't stay on long enough, but since it never saves anything to my mailbox I'm assuming it isn't beeping because it isn't recording.

Any ideas what I'm doing wrong and how to get it to record?
 
Your key programming is correct. Verify the user has a working VM box.
NOTE: The Conversation Record soft key is only available for outside calls.
