I am running win 2003 server on a remote server. I log in with remote desktop. I have several users setup.

I want to restrict some users to only 1 or 2 programs.

For example I may only want user #2 to have access to quickbooks and nothing else.

I have created administrator and user accounts but that does not restrict program access.

You can use simple NTFS permissions to permit/deny access to applications. But when you say access to "nothing else"; that is very broad. If you want to lockdown, you'll have to use policies (ie hide my computer, no access to command prompt, no right click context menus, etc).
