ProFTPD RH8.0 question

where would this directory be located at? This was taken from the proftpd.conf file.

#Permit uploading and creation of new directories in submissions/public

<Directory submissions/public>
<Limit READ>
DenyALL
IgnoreHidden on

1)Will this directory be created or will I have to have it somewhere?
2)If I have to have it already on my system where do I create it?

It will be in home directory for logged user. You have to create this directory/these directories.
