I am a communications contractor responsible for as-built drawings on a construction project. I have toyed with a trial version of 2002, enough to know what I don't know (which is a lot). Is there a program/version of Auto CAD which would allow me to send/receive files and make my own markings on a clean layer in order to fulfill my as-built responsibilities? Any insight would be appreciated.

If you're not interested in paying the $3,000+ price tag for AutoCAD, you might try AutoCAD LT (somewhere around $500 - $600), or even Volo Viewer 3 (around $100). Both of which will allow you to do your as-built mark-ups.

AutoCAD LT will read and write AutoCAD files. The drawback to AutoCAD LT, is it is not fully 3D capable (as I understand it cannot create or modify 3D solids) but you could do 2D (maybe even wireframe 3D?) with it.

Volo View 3 allows you to read and mark-up AutoCAD files but does not allow you to change the actual DWG file - it creates a separate mark-up file you'll have to ship back to your client.
