Processor running at 100%!! 1

Our NT Server has two nic's, has a Pentium III 500 Processor, 512MB RAM, 25GB Disk Space Free. We use a combined Proxy.Mail Server called 602Pro Messaging Server. My problem is that when more than 4 or 5 users start surfing the internet, a process called inetsrv.exe takes up to 100% of CPU time available!! My feeling is that I possibly have some sort of loop taking place on my network, but I am struggling to find the answer. If anyone has any ideas or has experience of theis problem then please advise.
