Processor Powerup problem

I have a bunch of partner processors from Partner plus to Partner 2 of various software loads and can't get the units to power up when put in a 5 card carrier. What am I doing wrong? They can't all be bad.
 
On the older 5 slot carriers, you will see in the back, above the computer backboard, there is a white cover with little screws. There is a fuse under that cover. My guess, the fuse B badd.
 
you need a 206 card in slot one along with the processor to get it to work
