Proceeding after Move

Hi,
I selected a circular object using the elipse tool (couldn't find a circle tool) and I moved it.

A copy of the selection moved but the original object stayed in place. Now I want to paint over the original object with the color of the surrounding area (pretty much solid black) but I can't paint over it.

I had painted over some objects earlier by pointing to the surrounding color and then using the brush. That doesn't work now.

The moved object continues to have a dotted line around it.

How do I get rid of the dotted line and close out this move proceedure so I can proceed to the next step--painting over the old object?

...the dotted line you refer to is known as the marching ants...

...choose select > deselect to be able to continue editing...

PS you might know this, so sorry if so, but to make a perfect circle keep shift pressed whilst you click and drag the ellipse tool.
