ProC pre-compiler on Windows 98

We are running Windows 98. For reasons I won't get into, NT would not be a good choice for us. Anyway, we are porting C code with embedded SQL from our Unix system. We have found that as a stand-alone PC running Windows 98, we can only install Oracle 8i Personal Edition. When we tried to install Oracle Enterprise on Windows 98 we were only given the option of client install, and not server. But our problem is that the Personal Edition does not have the Pro*C precompiler as far as I can tell. I need Pro*C on my Windows platform!!! Does anyone know of a solution or are we totally hosed?
 
Client software normally includes ProC, so you don't need to install server on your W98 box.
 
The pro*c software should be on a disk labelled 'Oracle 8i Client' and is installable as a seperate product.
