Problems with the tilday (~) in a URL

A web page that I'm trying to link to has a tilday in its URL. I'm able to type the correct URL in the Link box of the Property inspector, but after I save the page with the link and FTP it up to the server, the tilday is interpreted as "%7E" and consequently the link not only doesn't work, but it crashes the browser when you try to open it. Any suggestions?
