Problems with security and mdw

Why is it that security in Access can be such a problem?

My database is (was) set to allow users access to section that they needed to see through a switchboard of forms. All was working fine... until a problem with the security.mdw file (which if I could pinpoint, I wouldn't be asking here). ALL user names were deleted, with the exception of the Admin user.

What I thought would just be an issue of reassigning permissions became an even larger problem, as the Admin user (although a member of the Admins group) has no admin permissions, cannot set these permissions, and gets the error saying such.

As one option, I tried importing all files into a new database so I could start anew, but got the error that I didn't have permission to copy/transfer files.

Is it possible that Access is looking at an earlier or corrupted version of system.mdw? If so, how can I get the Admin access back? Or, is there a workaround where I can restore a default system.mdw?

I have a feeling that my users may not be recoverable, so being able to remove security completely and have only a working Admin user and a fresh start might be my best option....
