Problems with NeoCore XMS!!!

I'm having problem when I connect to NeoCore XMS 2.0. It simply doesn't connect with the iPlanet Web Server. It shows the message: Server ERROR: Login Failed: Connection refused: connect.
If you know what it means, answer me please!
