Problems with Kernel32 and MySQL

The LIBMYSQLX.DLL file is linked to missing export KERNEL32.DLL:GetFileSizeEx" is a message I get every time I try to run MySQL QueryBrower. When I close the message, another is behind it saying that "A device attached to the system is not running". I've deleted and reloaded QB a number of times and it is consistent. It displays as soon as I try to open QB.

Any thoughts?
