problems with IE!

i have some sort of spyware or something i changes my home page to

http://www.smart-finder.biz/1507

everytime i restart. even when i change my home page to

http://www.yahoo.com

and then open IE it still changes it! i have scanned with norton's and with spybot seek and destroy. neither of these get rid of it. my IE also has a delay when i type in search boxes or text boxes. it did not do this untill recently. on day it worked fine and the next it just started. can anyone give me some solutions!
