Problems with filtering spam with multiple mailboxes.

I am trying to filter multiple mailboxes in Outlook using the rules wizard and it just does not work. The client's email architecture is a bit unique however so common practice does not seem to work. Let me explain:

They are running a single Exchange 2000 server with Windows 2000/Outlook 2000 clients. They have chosen to make multiple mailboxes to each client than to create group mail accounts.

Doing so allows them to see all mail coming in to each box real-time and everyone to "sort" incoming common mail. They want to filter all of the boxes using the "Rules Wizard".

We have attempted to do this, but find that the rule only runs once and only in one box. Is there a way to make this filter all boxes and also fun all the time?
