Problems with Dist. Directx9 9.0c via SMS

I am attempting to distribute Directx9 (9.0c)via SMS 2003.
I have taken the following steps
1. Unpacked the exe using the /t: & /c switches
2. Placed the files in a folder available to SMS
3. In an installation program used a command line of "DXSETUP.EXE /SILENT".

This resulted in a failure with exit code 1.

I have tried altering the "After running" to "SMS restarts computer" & Program restarts computer, to no avail.

Also tried using a .bat file (and .cmd) as wrapper (as suggested in another post on Tek-Tips).

Anyone have any ideas on how to progress.
