Problems with dialup VPN on NT4 and Proxy

I have a VPN running on an NT4 Server sp6 and Proxy server which works for users using ADSL, but does not work for users with a laptop running WIN98 and dialup connection. The dialup gets as far as verifying user name and password, then stops with error 650 - the computer you're dialling into does not respond to a network request. The laptop will work if connected to the lan and asked to make the VPN connection.
Suggestions please
