problems with development of stand alone file in access

I am trying to create an executive type file in access to allow all users whether they have access or not to use my program. I used the package and deployment add in manager in a module and it does set up a package file. When I run my setup file everything goes ok and a seperate file in programs is set up. When I run the program though it is still in access. It gives me a error that startup command line is not formatted to access. Then the program starts up in access but you have to open it again.(which in reality I am opening my original document)What am I doing wrong. I have no hair left on my head to pull. Please help.

Make sure you tick the Runtime required option, certainly in Access97.
The package for 97 should be at least 10mb with runtime, 2000 is around 120mb cos it includes IE, why i do not know!
