Problems with db2 in windows-98

Hi,
I am new to db2. I downloaded db2 for windows-98 and downloaded. But while going through first steps, it asked me to create a databases. But after giving all valuse it comes out with a terminating error [db2cca]. I am unable to create the database. Can anybody pls help in this regard
