Problems with Common Dialog Box

We are having a strang problem with Published applications and the common dialog box:

When a non microsoft application is launched as a published application the common dialog box will not be displayed.

If you log on using a desktop session and run the same application the dialog box will be displayed.

Now the interesting part:

As long as we do not delete the NTUser.dat file the published application will function from now on.

Does anyone have any ideas?

So far this is happening with 3 applications: Profund 6.2, Crystal Reports and FileNet.
