Problems with Cisco 804 ISDN router.

We are trying to connect our America office to our corporate Germany office via ISDN. On my end (America) I have a Cisco 804 ISDN router on 10.168.36.x. In Germany they have a Cisco (That’s what they tell me) router on 10.168.1.x. The American router is set with an IP of 10.168.36.1. The Admin in Germany gave me a phone number, PPP user and password, router-ID (cs012825), WAN IP-Address of 10.168.1.1, and network ID of 10.168.1.0.

I used the Cisco quick setup program because I am in no way a Cisco guru. I set the phone number, ppp user and password as requested by setup. I set the Ethernet address to 10.168.36.1 with a netmask for 255.255.255.0, and the WAN address to 10.168.1.1 with a netmask of 255.255.255.254.

When the LAN is connected the green lights on the left side of the router are on indicating that I have a LAN connection but the red lights for the WAN connection never come on even during the Setup test. That test is showing graphically that the connection is being made between the two routers but I never see the lights. Does this mean my router isn't dialing out or does it mean it's not handshaking?

I can ping and telnet into my Cisco 804 at 10.168.36.1, but when I attempt to ping 10.168.1.2 (A machine on the network in Germany) I get host unreachable. This 804 router is supposed to do dial on demand but for some reason it's not dialing or handshaking when I attempt to connect to the other network. Am I correct in setting the netmask to 255.255.255.254 for the WAN connection since there is only one network on the other end?

Does anyone have any ideas as to what I am doing wrong here?
