Problems with calling across CCIS

My 8500 is CCIS connected to my 2400ICS. Normally I have no problem calling between the 2 systems at all, from any stations to any stations.

EXCEPT!!!

There are 3 phone numbers on the 2400 that mysteriously can't always be called from the 8500.
I can always call those from my phone from the 8500 but many people can't call them. So I've been trying to determine what's the different between those who can call those numbers and those who can't.
RSC - same
SFC - same
so far, the only difference I can see is that those who can't call are on a different subnet. We have some 600 IP phones across maybe 15 different subnets. They have different LOC ID-s (ALOCL), but then what? How would that affect this problem?

I've seen in the past, that if in AIVCL, you define a wrong codec between the different LOC ID-s, you can have a call fail (the result could be no audio or even fast busy).
If an IP phone user wants to call one of these problematic calls across the CCIS, they have to go through the IP PAD cards and then onto the CCIS card, and the IP PAD cards ARE assigned a LOC ID, but i wasn't able to find a difference in the setup of the LOC ID of my phone and those that can't call these stations.

Or is it something else?
