Problems with ActiveX

I installed microsoft help from the MS Office 2000 pro CD.
But when i tried to use help, there appeared to be a problem. There was an error relating to ActiveX, saying "This page provides potentially unsafe information to an activeX control. And upon trying to use the "show me" command, it said there was either a problem with the internet explorer security settings (to high), or a problem with ActiveX control Ouactrl.ocx.
I therefore dropped the security settings to the lowest level of security, yet this didn't resolve the problem.
The error message said that it is therefore a problem with ActiveX.
I've tried re-installing IE6, but this did not resolve it.
Is there anyway i can just re-install the ActiveX component of Internet Explorer?

Did you ever get a solution to this problem? I am experiencing this failure whenever I go to a vendor site ( I also see IE lock up whenever it hits a site with pull down menu's. This is very repeatable on the microsoft website. It locks anytime i run my mouse over the support tab (a pull down is supposed to appear).
