problems when creating a custom MDW file in Access 2003

I am trying to secure my Access 2003 database (test.mdb). I have done all of the steps of adding a new administrative user (MyAdminsUser) and adding it to the Admin group, assigning a password to the Admin user, and using the Security Wizard to create a new workgroup file. Through the wizard, I named the new .mdw file (I called it test.mdw), created a shortcut to open the secured database, secured all existing database objects, added the MyAdminsUser to the workgroup and to the Admins group. I then opened an unsecured database as the Admin user and removed the password from Admin. My question is this --

When I open the test database via the newly created shortcut, it shows a dialog box with a default user of MyAdminsUser so I am thinking that the database is using the test.mdw (the new workgroup file that I created with the wizard). Yet, when I go into the database and look at the Workgroup Administrator, it looks as though the database is using a system1.mdw file which is in the same folder as Access. Why was that file created? I used Explorer to delete the system1.mdw file and reopened the database to see if the Workgroup Administrator would show the test.mdw file and I got an error message that said that it couldn't find the system1.mdw file and asked if I wanted to use the default workgroup file. I selected yes and it created the system1.mdw file again. Why is it not using the test.mdw file or is it? If it's not, why did the MyAdminsUser come up when I opened the database when that user should only be in the test.mdw? Does the workgroup administrator really indicate what .mdw file your database is using? I read somewhere that you should not join a workgroup file from the workgroup administrator but that you should only access a specific workgroup file via a shortcut that directs you to that particular workgroup file. I did that. The more I read and learn, the more questions I have. Any help in clarifying some of these issues would be GREATLY APPRECIATED!
