Problems sending URL through email using lotus script agent

I am sending an URL through an email using an agent, the problem I have is the URL is dropping characters, for instance for this well formed URL:

ID=id&PWD=pwd&EMID=55512&EMPLN=Joe&EMPM=&EMPFN=Thom&BUS=LOH+
AEIO&SUB=EIOU+OKJL&COST=V123&MAIL=Joe.Thom@LOH.COM&MNAME=Joe
&MFNAME=John&MMAIL=joe.john@loh.com&TNAME=Trash&TFNAME=Joh&T
MGREMAIL=john.trash@loh.com&DATA=&DATID=&DATEXT=0345000&FLAG
=T&CONF=Z&

in the application looks like:

ID=id&PWD=pwd&EMID=55512&EMPLN=Joe&EMPM

&EMPFN=Thom&BUS=LOH+AEIO&SUB=EIOU+OKJL&COST=V123&MAIL=Joe.Th
om@LOH.COM&MNAME=Joe&MFNAME=John&MMAIL=joe.john@loh.com&TNAM
E=Trash&TFNAME=Joh&TMGREMAIL=john.trash@loh.com&DATA

&DATID=&DATEXT=0345000&FLAG=T&CONF=Z&

The problem is when I have a "=&" characters, in the mail that I send the "=" sign is dropped and is replaced by a blank line, but the weird thing is in the last line I have a "=&" and there is not problem.

I send the URL using formulas and I have the same problem.
