Problems Sending E-Mail Internationally

I have one user whom is trying to send out an e-mail to a recipient with a three-part domain (e.g., cherz.com.r), which is an international domain. When he tries to send the e-mail he receives "Some addresses are undeliverable and have been crossed out. Would you like to go to the addressbook to resolve them." We are using GroupWise 6 (Sp 2). I have tried to set up an internet addressing rule, but this doesn't work either. Has anyone else had this problem? Any help would be greatly appreciated.
 
Hi, do you have Internet Addressing enabled or are you using Internet Addressing rules?

Enabling Internet Addressing should solve the problem but once you enable it, you can't go back.

Okay, I guess I opened pandora's box. I couldn't remember how to create a new Internet Addressing Rule and I turned on Internet Addressing and turned if off. Now the international works okay with the new rule I created, but some of the users are now experiencing sending to users that they have sent e-mails to before. I guess I will have to disable Internet Addressing rules after all. It makes sense now that they are all of a sudden having these problems even though I disabled and enabled the Addressing Rules. Thanks for your help!
