Problems running application software built with java

We are having problems accessing an application on PCs with Windows 2000 in one organization. These applications are built in Java. We thought the problem might be an administrator rights problem or a security level problem. The IT people claim that all computers are the same and that all users have the same rights. One computer had no problem installing the two programs. Each of the other two computers can only access one of the two programs although they do appear to install. All other Windows 2000 users in other companies have had not problem. Any suggestions?
 
Check the internet explorer service pack level. I think it was SP1 on a Windows 2K server that I had to back out to get java based applications to work. The problem seems to be resolved on XP and 2003.
