Problems in starting instances DB2 UDB for Win2000

I have DB2 UDB Enterprise Edition 7.1 under Win2000.
So I say "db2start" and get answer "DB2START processing was successful". But when I try to attach to the started instance or create database it says "SQL1032N No start database manager command was issued. SQLSTATE=57019".
The same with Administration Server. It is started successfully, but Control Center insists that the DB2 Administration Server is not active (SQLSTATE=57019).
Where is my fault?

You probably need to check the DB2DIAG.LOG file for some errors. It could be that the instances are crashing after they start up. Or check the Window event viewer (applications) for errors. You can find the log file in the instance directory (something like c:\sqllib\db2). Most of what you see would not be interesting, but when an instance crashes it will post a message with some readable information. Look through that and try to find the cause of your problem.
