Problems downloading files with IE

I'm running IE6 and Windows 2000. After a recent Windows security update, I suddenly was unable to download files of any type using IE6. I get the file download dialog box, followed in 60 seconds with error message "unable to download". No problems with downloads using Netscape.

I've tried the following: uninstalling the Windows security update, downgrading to IE5, then upgrading to IE5.5, disabling Norton Antivirus, running IE repair, running Windows repair. No joy.

Tech support is advising me to reformat hard drive to get IE behaving again. Any better suggestions are much appreciated.....Thanks!
