Problems assigning destination codes

I have a site that I am programming Routing Service. When I get to assign the digits 4 and 7 it comes up and says not allowed. Any ideas why? These codes are not assign any where I can find. I have tried it 2 ways 9* *=any and also 91*,92*,93* etc... Neither way lets me assign 94 or 97 destination codes. When I use 9* and then view the codes it comes up and says not available for 4 and 7. This site is running 6.1XC with 3 T1's configured as PRI.

hunt groups are 7 and check in maint sounds like 4 is a dn number if so need to change them all.
