Problems after new power supply install

Hi all,
I've recently installed a new power supply in my G4 350 (AGP Graphics). The old supply suddenly died. I've hooked everything back up, but no joy.

The main fan, cpu fan (Sonnet 1.25 ghz upgrade), and various lights come on (including green power button light on front). So, it seems power is flowing.

However, the internal boot drive does not spin up unless the internal data ribbon cable (do I call it an IDE cable?) is DISconnected...which hardly helps me!

Is it important which node to use on the power cables? I've tried every combo I think…

Do I need to do a cpu reset, or perhaps is there some sort of main fuse?
