PROBLEMS AFTER APPLYING LATEST SECURITY PATCH FROM MICROSOFT

After applying security patch kb823980 to a windows xp pro machine I find that some programs (particulaly Excel) start to load then hang,
is this a problem with the security patch?

I have XP pro at home and at work and haven't had any problems with excel after the update.
