Problem with xmlconfig partialfile.xml

Hi, i work with WAS 4.0.1, and I'm having a problem when trying to do a partial export with xmlconfig. The sentence is:
XMLConfig -export NewExport.xml -adminNodeName mynode -partial PartialFile.xml (just like in the infocenter example).
The error is that it cannot find the archive PartialFile.xml, but this archive is in the bin directory. When trying to view the PartialFile.xml in the browser I get an error with
'file:///$XMLConfigDTDLocation$$dsep$xmlconfig.dtd'.
xmlconfig.dtd is also in the bin directory. Does anyone know what problem it is? Thanks
