Problem with win2k start button stays depressed

Hi everybody, i have a little problem with one of my users,
i think there is a spyware on the computer, when i logon win2k and press the start button the menu doesn't display and the start button stays depressed.. i try a lots of tools to eliminate the spyware o whatever is causing the problem. I think is spyware because if i boot in safe mode the start button works perfectly..
I know that the final option is to reinstall... but is better if i can't avoid that. any sugestions?
any help is appreciated!!

Start in safe mode run Remove-It and Dr.Web Cure It anti virus. They usually solve my problems. If they come across any that cannot be removed use autoruns by M$(sysinternals) to prevent them from starting. Then delete them again. You can also just run HiJackThis see if there is anything odd.
