Problem with Veritas storage exec 3.5

I have installed veritas storage exec 5.3 on a windows 2003 file server to administer quotas on users directorys. Everything was working fine for about 3 months, until two days ago. When I try to open veritas nothing happens..ie the program does not startup.
Any suggestions would be appreciated
